NOTICE OF CALL FOR EXPRESSIONS OF INTEREST
NHS Oxfordshire and Oxfordshire Supporting People are both committed to promoting recovery and inclusion for people with mental health difficulties. We are now calling for Expressions of Interest from parties who are interested in (and believe they have the capacity for) delivering mental health housing and support services. Organisations sought are those which are innovative and flexible, and that strive continuously to improve service delivery and outcomes for this client group.

The service model that NHS Oxfordshire and Oxfordshire Supporting People wish to commission is based on support pathways that help people with mental health issues achieve independent living. The overall proposed budget for these services is expected to be in the region of £3.5 million per year. The contracts are expected to be divided into service packages/lots as follows:
1. High Support Services: 24 hour on site accommodation based services within Oxfordshire - approx 60-80 units
2. Transitional Support Services: Daytime support services with out of hours emergency call out within Oxfordshire - approx 100-150 units
3. Long Term Services: accommodation based services within Oxfordshire - approx 20-40 units
4. High/Complex Needs Mental Health Floating Support Service: Countywide service - approx 60-90 units
5. Mental Health Floating Support Service: Countywide service - approx 150-220 units
Final specifications and requirements will be published at the Invitation to Tender (ITT) stage.
Service packages/lots will be tendered separately, and expressions of interest in providing part or all of each service requirement will be considered. Organisations may express interest in any number or combination of service packages/lots. Expressions of Interest from consortia or from single organisations are equally acceptable.
It is anticipated that contracts will be offered for three years, with the potential to extend. Service specifications will be outcome based.
Oxfordshire County Council and NHS Oxfordshire will not be bound to award any contract under any resultant procurement process.
The service will meet national, NHS Oxfordshire and Oxfordshire County Council policies on equality and diversity.
Based on the information made available to Commissioners to date it is envisaged that some of the existing service accommodation in Oxfordshire would be likely to be available for future use by this client group.
As this procurement relates to existing services, it is anticipated that Transfer of Undertakings (Protection of Employment) (TUPE) regulations will apply to some or all services. Full details of the TUPE obligations associated with these services will be provided to those organisations invited to tender.

1) The name and a brief description of your organisation (if expressing interest on behalf of a consortium, please list the member organisations)
2) The name, telephone number and email address of the lead contact
3) Which of the five service packages/lots you are interested in, along with an indication of what proportion of the requirement you would have the capacity to provide if awarded a contract.
This must be received by 5pm on 3rd March 2010. Expressions of Interest received after the closing date will not be considered.
Organisations expressing an interest in providing part or all of the requirements for a service package/packages will be invited to complete Pre-Qualifying Questionnaires (PQQs) at a future date.
